Support our Veterans and Make California Affordable Again!!
What’s the Background? Affordable housing has increasingly become an issue in California. Only 17% of California households can afford a median-priced home. More than half of renters are spending over 30% of their income on housing, nearly 170,000 Californians are unsheltered, and the state is roughly 2.5 million homes short. California is also home to about 28% of all homeless veterans in the country – people who sacrificed for us and expected us to care about them when they came home. Proposition 1 addresses this growing need by authorizing the sale of $11.25 billion in general obligation bonds to fund a portion of the cost to construct affordable housing – providing local governments, non-profit organizations, developers, and individuals with grants or low-cost loans.
What would Proposition 1 do?
- Fund $1.25 billion in home loan assistance to veterans, repaid by veteran’s home loan payments with no cost to taxpayers.
- Fund $10 billion in state housing programs, repaid by the General Fund at a cost of $500-$600 million annually or roughly 0.25% of the state’s General Fund budget over about 25 years.
- Help up to 40,000 households including about 2,100 veterans with homeownership by providing homebuyer assistance and supporting the production and repair of homes.
- Provide subsidies for up to 40,000 multifamily rentals, 2,500 units for farmworkers, and 1,200 beds for university students.
- Create thousands of construction-related jobs.
| Funds | Purpose | Details |
| $1.25 billion | Provides home loans to eligible veterans, including those who may not otherwise qualify for a home loan. It follows on the heels of previous veteran home loan programs that have now ended and is the largest investment in California veteran’s home ownership ever! | Used for purchase of single-family residences, condominiums, farms, and mobile homes – continuing California’s tradition of offering low-interest home loans to military veterans. The cost is repaid through veteran’s home loan payments with no additional cost to the state – paying our veterans back for their sacrifice without spending a dime! |
| $7.2 billion | To acquire, build, or renovate rental housing (such as apartment buildings) using low-interest loans to local governments and private developers to fund part of the project cost. | In exchange for low interest loans, projects reserve units for low-income households and reserve some funding for supportive housing including on-site services for things like mental health and substance use counseling for some residents. |
| $1.1 billion | To support homeownership for low- and moderate-income households. | Some funds used to provide homebuying assistance for first-time homebuyers. Other funds provided for nonprofit organizations and other entities for activities such as acquiring land to build homes for low-income buyers and repairing existing homes owned by low-income households. |
| $500 million | For infrastructure projects supporting affordable housing, e.g., water, sewage, parks, and transportation improvements. | |
| $450 million | Loans and grants to build or renovate housing for farmworkers. | Funds to be used for both rental and owner-occupied housing. |
| $350 million | To provide affordable student housing. | Split evenly between the UC and California State University systems. |
| $200 million | Grants to tribes for housing-related purposes including construction, repair of rental or owner-occupied housing. | |
| $200 million | For pilot projects aimed at developing housing at reduced costs in cities and counties throughout the state. |
