Don’t fall for MAGA voter suppression tactics!

What’s the Background? The billionaires are at it again! Reform California with Carl DeMaio is funded by not one but at least nine billionaires – including major GOP donor Richard Uihlein who doesn’t even live in California but spent $4,000,000 helping to fund the effort to get Prop 39 passed. And Californians for Voter ID is run by Julie Luckey – the mother of Trump-supporting tech billionaire Peter Luckey.

Think of Prop 39 as the SAVE Act’s little brother. While it doesn’t have all the same requirements as the SAVE Act, it opens the door to proof of citizenship requirements and purging voter rolls in future elections – advancing the Trump voter suppression agenda and adding costly, unnecessary barriers that could block eligible California voters, expose personal information to identity theft, and waste hundreds of millions in taxpayer dollars – all to solve a problem that doesn’t exist.

What would Proposition 39 do?

Amend the California Constitution to require voters to show government-issued identification at the polls every time they vote OR provide the last four digits of a government ID such as a Driver’s License or Social Security Number on the envelope of their mail-in ballot.
Require election officials to maintain “accurate” voter registration lists and . . . “use best efforts” to verify citizenship attestations using government data and report the percentage of each county’s voter rolls that have been verified annually.
Require the state and each county to audit voter rolls for compliance every odd-numbered year and report findings.
Invalidate mail-in ballots that do not have the last four digits of designated Government-issued ID written on the envelope.
According to the state’s Legislative Analyst, Prop 39 could cost between tens of millions and the low hundreds of millions of dollars each year to implement.

What They Want You to Believe	Why Is This a Problem?
“Prop 39 restores election integrity and public trust in the voting process.“	This is a solution in search of a problem. There is virtually no evidence of noncitizen voting in California. Even the Heritage Foundation’s own fraud database lists just 77 cases of noncitizen voting nationwide in over 20 years – out of billions of ballots cast according to the League of Women Voters.
“Voters need to present a government-issued ID or list the last four digits of the government-issued ID that they used to register on their mail-in ballot just to prove they are who they say they are.“	Voters already provide an identification card and the last four digits of their Driver’s License, California ID, or Social Security number when they register to vote. They also certify eligibility and U.S. citizenship under penalty of perjury, and the signature on their ballot envelope is matched to the signature on their registration every time they vote by mail. Since most California voters vote by mail, putting a voter’s identifying information on the outside of an envelope could lead to serious issues with identity theft. AND, people may not remember which form of identification they used when they registered, so there’s a good chance they will provide the wrong “four digits” on their envelope which will invalidate their ballot.
“Most California Voters already have a Driver’s License, so what’s the big deal?“	According to VoteRiders, 1 in 5 Californians – roughly 4.5 million eligible citizens – don’t have a current, accurate Driver’s License. According to the ACLU, “Voter ID requirements are a form of voter suppression designed to disenfranchise people of color, seniors, low-income voters, college students, and voters with disabilities, all of whom are less likely to have a valid ID.”
“State-issued IDs are free so everyone can get one.“	There is a hidden cost to obtain an ID – including time off work, access to transportation, travel to-from the location to get the ID, childcare, etc., that are prohibitive for many eligible voters.
“Regularly auditing voter rolls will ensure that noncitizens do not vote.“	There is virtually no evidence that noncitizens vote in California; meanwhile, the use of “best efforts” to match voters to available government data during audits could result in politically motivated purges of voter rolls.
