The United Water Conservation District manages, protects, and enhances groundwater resources across a 214,000-acre territory in central Ventura County. District 1 serves Santa Paula, Fillmore and Piru. We spend some time on races in what seems like quiet backwaters of the political fray. But there is a lot money and power in some of these offices, and there has been a history of shenanigans at the United Water Conservation District.

  • (KTLA) The “United Water” scandal most notably refers to the case of Daniel Naumann, a former elected board member of the United Water Conservation District in Ventura County, California, who admitted to stealing roughly $30,000 in unmetered groundwater for his family farm, “diversion bypasses” were installed on two commercial water pumps. These devices rerouted groundwater directly to irrigation lines before passing through flow meters used for billing. 
  • (VCStar) “United Water Conservation District reaches $1M settlement with Ventura over water rates.” The district charged residential and municipal customers three times more than agricultural customers for groundwater, and the city challenged its methodology.
  • (biologicaldeiversity.org) United Water Conservation District was found guilty of violating the federal Endangered Species Act by clearly causing past, ongoing and future harm to steelhead as a result of the dam’s barrier to fish movement and diversion of water. Finding that United “dragged its feet” on critical solutions, and that “United has proved itself unable and unwilling to tackle the two key problems repeatedly identified as perpetuating harm to steelhead,” Judge Carter ordered measures needed to prevent the harm from continuing and to allow for steelhead recovery.

Mr. Kimball has been president of Kimball Engineering, Inc., which provides race car design and production services, since 1994. He is also the managing partner of Kimball Ranches, a 150-acre avocado ranch near Santa Paula, California. Prior to that, Mr. Kimball designed Formula One race cars in England and Italy for Mclaren International, Ferrrari and Benetton Racing from 1984 to 1992. From 1976 to 1983, he designed Indianapolis race cars for Parnelli Jones, Chaparral and Patrick racing teams. Mr. Kimball graduated from Stanford University where he earned his Bachelor of Science and Master of Science degrees in mechanical engineering. Mr. Kimball currently serves on the Board of Directors of the United Water Conservation District and the Fillmore and Piru Basins Groundwater Sustainability Agency.“
