De-ICE CA, one state law at a time!

These proposed laws protect our civil rights, keep our safety officers from double-dipping into the ICE pool, tax and oversee detention facilities, and make court appearances safer for everyone.

Make sure your legislators know these laws are important to you!

Current status of laws passed already:

  • UPHELD BY COURT RULING: (Politico) SB 805, the “No Vigilantes Act” signed in 2025, requires federal agents to identify themselves during operations was upheld by U.S. U.S. District Judge Christina Snyder
  • TURNED DOWN: “No Secret Police Act,” an anti-masking law, was rejected because because the law’s provisions do not apply to state law enforcement officers. State legislators are rewriting it!

Action #1: Call your state assemblymember

  • AB 1537 – Peace officers: secondary employment: Peace officers can’t work to protect us AND work to terrorize us at the same time. Local law enforcement is already working with DHS and ICE officers, so the least we can do is not allow them to make it official,
  • AB 1633 – Taxation: private detention facilities: Would levy a 50% tax on the profits of private immigration detention centers operating in CA and reinvest that revenue into a fund to provide immigration-related services. Requires 2/3 approval.
  • AB 1675 – No Tax Breaks for ICE Contractors Act of 2026: – Corporations have secured multi-million dollar federal contracts tied to ICE that add up to $7 billion annually. Don’t let our tax dollars subsidize them by giving them additional state tax breaks.
  • SB 747 – Civil rights: deprivation of federal constitutional rights, privileges, and immunities: This bill, called the NO KINGS ACT, closes a loophole so Californias can sue any local, state or federal government actor who has violated one’s constitutional rights. It has already been passed by the CA Senate, and is now in the Assembly.

Minimal script: Hi, I’m calling from [zip code] and I want [Assemblymember ____] to vote YES on AB 1537, AB 1633 and AB 1675. ICE is setting up offices throughout CA and it’s imperative that these bills are passed quickly.

Action #2: Call your state senators

  • SB 873 – Courthouses: privilege from civil arrest: Would prevent federal immigration agents from disrupting regularly scheduled court appearance with unannounced and indiscrimate arrests.
  • SB 882 – Remote court appearances: The Keep Courts Safe from ICE Act would require CA state courts to allow a party or witness to appear remotely at a civil or criminal hearing, trial or conference through Jan. 21, 2029
  • SB 995 – Involuntary residential facilities: health and safety inspections: This bill is called the the Masuma Khan Justice Act, and it is designed to strengthen state oversight of detention centers by authorizing state agencies to inspect facilities, imposing $ 25k-per-day fines, and revoking licenses of private detention facilities that fail to meet health and safety standards.
