- AB 40 – Requires CARB to study/develop strategy to transition to fully electric vehicles by 2040
- AB 285 – Require Dept. of Transportation to address in the California Transportation Plan how the state will achieve maximum feasible emissions reductions in order to attain a statewide carbon neutrality by 2045
- AB 296 – Establish a grant program for technological innovation related to greenhouse gas emissions and climate change.
- AB 409 – Creates grant program for technical innovation in agriculture that will lower energy costs and increase sustainability
- AB 1445 – Declares climate emergency and plans to undertake immediate & large-scale efforts, including conversion of the economy to zero GHG emissions by no later than 2030, with an immediate phaseout of fossil fuels.
- SB 168 – Establishes a chief officer of climate adaptation and resilience to plan and coordinate climate adaptation policy implementation.

- AB 1080 – Phase out of single use plastics
- AB 44 – Prohibits manufacture and sale of fur products in the state
- SB 8 – Smoking ban in state parks and on state coastal beaches
- SB 33 – Intends to address the collapse of foreign recycling markets by reducing solid waste generation, encouraging transition to compostable or recyclable materials, and fostering domestic recycling markets – (Supporters: Sierra Club)

- Funds/Bonds:
- AB 1363 – Establishes a Statewide Wildfire Recovery Fund that electric companies must deposit any excess executive compensation (defined in bill) for 5 years that would be used to pay down any potential bond related to wildfire costs
- SB 45 – Provide bond funding to restore fire damaged areas, reduce wildfire risk, create healthy forest and watersheds, reduce climate impacts on urban areas and vulnerable populations, protect water supply and water quality, protect rivers, lakes, and streams, reduce flood risk, protect fish and wildlife from climate impacts, etc
Criminal Justice reform
- Inmate services: AB 45 – Eliminate medical co-pays for incarcerated people – (Supporters: Initiate Justice. ACLU)
- Private Prisons:
- AB 32 – Prohibits California Department of Corrections and Rehabilitation from entering into or renewing contracts with private, for-profit prisons beginning January 1, 2020
- Deadly force:
- AB 392 – Support & SB 230 – AB 392 redefines the circumstances in which use of police use of deadly force would be considered justifiable to be in self defense (Supporters: SURJ, ACLU), SB 230 is the police counter bill which requires agencies to make their use of force policy accessible to the public and sets use of force to be okay when officer “reasonably believes” there is threat (Supporters: Police)
- Parole issues:
- ACA 6 & AB 646 -Restores voting rights to people on parole – (Supporters: Initiate Justice, ACLU CA, Anti-Recidivism Coalition, SURJ, League of Women Voters)
- AB 277 – Reduces length of parole for participation in certain activities, such as education, training, and substance abuse programs. – (Supporters: Initiate Justice)
- Rape kits:
- SB 22 – Requires more rapid and thorough processing of rape kits than current law and provides money to assist with compliance.
- Sex Trafficking:
- SB 35 – Establishes the California Alliance to Combat Trafficking and Slavery (California ACTS) Task Force to coordinate anti-trafficking efforts at multiple levels of law enforcement and prosecution.
Economic Justice
- Tax exemption:
- AB 31 – This bill would exempt period products, like sanitary napkins: tampons: menstrual sponges and menstrual cups from sales tax.
- Funding for benefits:
- AB 1434 – Restores state SSI funding so that the grant for an individual reaches 100% of the federal poverty level and permanently reinstates the COLA for SSI. – (Supporters: Alameda County Community Food Bank; very likely the California Alliance of Retired Americans (they are still doing their list but supported last year)
- AB 1022 – Allows able-bodied adults without dependents who are ineligible for SNAP/CalFresh due to the 3-month federal time limit to be eligible for equivalent benefits – (Supporters: Alameda County Community Food Bank)
- Public banking:
- SB 203 – Conflicts of interest and corporate responsibility – Enact legislation to create a public bank – (Supporters: Public Bank LA, Divest LA)
Education
- Free tuition:
- AB 2 Free community college for 2 years
- Expanding pre-school:
- AB 123 – Calls for expanding the state preschool program and enabling local educational agencies to blend the program with transitional kindergarten
Gun Reform
- New gun tax:
- AB 18 – New tax on sales of semi-automatic firearms, with the proceeds going to support community violence prevention programs
- Gun restraining orders:
- AB 61 – Allows bosses, coworkers, and school staff to take out a gun violence restraining order
Healthcare
- Immigrant:
- Out of pocket limits:
- AB 1611 – Limits out-of-pocket cost for out-of-network emergency healthcare services to the in-network cost (Supporters: Health Access CA)
- Abortion access:
- SB 24 – Requires abortion pill access for students at California public universities – (Supporters: ACLU of California, NARAL Pro-Choice CA)
- Bans:
- SB 38 – Bans flavored tobacco products
- Education:
- SB 464 – Require all perinatal healthcare providers to participate in an implicit bias training – (Supporters: NARAL, ACT for Women & Girls, Black Women for Wellness, and Western Center on Law & Poverty. )
Housing
- Housing creation:
- SB 4 – Limits restrictive local land use policies and legislation that would encourage increased housing development near transit and job centers.
- SCA 1 – Repeals CAConstitution Article 34, that makes it more difficult to create low-income housing by subjecting construction to a public vote.
- AB 68 – Prohibits local municipalities from unreasonably restricting construction of accessory dwelling units
- SB 50 – Prevents localities from restricting higher-density housing within a half-mile of rail transit and within a quarter-mile of high-frequency bus lines and would similarly prevent restrictions near job-rich areas.
- Housing Funding/Tax exclusion
- SB 5 – Establishes new sustainable-investment program to redistribute funds otherwise allocated for educational supplementary funding to go towards affordable housing and transit/ neighborhood development
- SCA 3 – Limits inheritance tax exclusion for property transferred to children only if children use property as primary residence within 12 months of transfer.
- Right to Housing
- SB 48 – Asserts that every person in California has a right to safe and supportive shelter and would institute mechanisms to ensure this right.
- Tenant’s rights/costs:
- SB 529 – Declare that tenants have the right to form, join, and participate in the activities of a tenant association. Prohibit a landlord from terminating or refusing to renew a residential tenancy occupied by a member of a tenant association, except for cause. – (Supporters: Tenants Together)
- AB 36 – Stabilize rental prices and increase the availability of affordable rental units
- SB 18 – Requires the Dept. ofHousing to develop and publish a guide to all state laws pertaining to landlords and the landlord-tenant relationship, conduct a survey and post cities which have the most robust resources and programs; provide statewide competitive grants for rental assistance or providing legal aid to tenants facing eviction or displacement.

- AB 1332 – Sanctuary State Contracting and Investment Act – Prohibits localities from entering into new contracts or investing in with entities that work with ICE/CBP by sharing data or providing detention facilities

- AB 359 – Extends prohibition of former members of the Legislature being employed as lobbyists from 1 to 5 years.
- AB 1202 – This bill would require data brokers to register with the Attorney General, who would make the information accessible online, with consequences from the AG if they don’t register
- Whistleblower/corruption:
- AB 333 – Add whistleblower protection to state and local independent contractors
- SB 71 – Prohibit legal defense funds and campaign funds from being used to pay for or reimburse a candidate or elected official for legal fees associated with violations of the Fair Employment and Housing Act, including sexual harassment
Voting
- Voting Access:
- AB 177 – This would create a statewide holiday for election day
- AB 363 – Requires voting centers in all counties to be open the Saturday, Sunday, & Monday before an election.
- AB 59 – Make a polling place or vote center available on every college and university campus in the state
- SB 72 – Requires county officials to offer conditional voter registration at all satellite voting locations – (Supporters: League of Women Voters)
- AB 49 – Makes certain changes to rules for mail-in ballot procedures, including requiring one vote center be open in every Assembly district at all times when any vote center is open in the county. Requires mail-in ballots be mailed beginning 60 days before the election and all to be mailed within 5 days.
